Board Updates 26/09/09

Okay more updates to the boards after some idle time.
This update pack includes:
- New Account Support Center for new members with registration problems. (You may have noticed this section for quite awhile.)
- Moved Graphics Arena to the Community Center.
- Moved Media Center to the Community Center.
- Rearranged the forum sections in the Community Center.
- Moved eAthena Talk to the Ragnarok Center.
- Renamed eAthena Talk to eAthena Central.
- Rearranged the forum sections in the Ragnarok Center.
- Renamed User Creation Center to Miscellaneous Center since i moved Media Center and Graphics Arena to Community Center.
